When it comes to securing government funding for home care, understanding your options can be overwhelming. Here, we clarify the differences between the Commonwealth Home Support Program (CHSP) and Home Care Packages (HCP) to help you make an informed choice.
Understanding the Commonwealth Home Support Program (CHSP):
The CHSP, introduced in July 2015, serves as the initial tier of the Commonwealth aged care system. It provides minimal funding for older Australians who need basic assistance to live safely at home. CHSP is not income-tested, though a small financial contribution is required, with the government covering the remainder. Services are typically limited to a few hours a week, provided through a care plan.
CHSP Eligibility:
- Aged 65 years or older (50 years or older for Aboriginal or Torres Strait Islander people)
- Aged 50 years or older (45 years or older for Aboriginal and Torres Strait Islander people) and on a low income, homeless, or at risk of homelessness
Home Care Packages (HCP):
HCPs offer a higher level of support in the aged care system, providing coordinated services to help you remain at home longer. With four levels of care, from basic to high needs, an assessment by the Aged Care Assessment Team (ACAT). After assessment, you’ll receive a letter indicating your approval status and the appropriate level of care.
Flexibility of HCP:
Upon approval, you can choose a provider like Home Care Assistance Sunshine Coast to develop a personalised care plan. This plan may include assistance with bathing, cleaning, shopping, and attending community events. Although there’s a waiting list for HCPs, CHSP funding can be used in the meantime.
Differences Between CHSP and HCP:
The primary difference lies in the level and duration of support. CHSP is ideal for those needing minimal assistance, whereas HCPs are suited for more complex, ongoing care requirements.
Simultaneous Access to CHSP and HCP:
Typically, you shouldn’t receive both CHSP and HCP funding at the same time, but exceptions include:
- If on a Level 1 or 2 HCP with a fully allocated budget, short-term Allied Health and Therapy or Nursing services from CHSP are available.
- If your carer needs respite and you’re on a Level 1 to 4 HCP with a fully allocated budget, additional respite services can be accessed under CHSP.
- In emergencies or if your carer cannot continue, and you’re on a Level 1 to 4 HCP with a fully allocated budget, extra services can be provided by CHSP on a short-term basis.
- If awaiting a higher-level HCP (Level 3 or 4) and currently on an interim Level 1 or 2 package with a fully allocated budget, additional home modifications can be accessed from CHSP.
